Steps:

1) Using Edge, open Outlook. Click the settings Icon -> Mail ->  S/MIME, then click the 'Click here' button in that window. You will be brought to this page:

Click Get in the top right.

Click 'Add Extension'

2) Close Edge, and reopen. Go back to the S/MIME portion in the Outlook Settings. You will see a 'Click here' link that will this download this file:

Open the file, then restart the browser. 

3) Navigate back to the S/MIME settings, and click 'Encrypt Contents and attachment for all messages I send'
